Youth System of Care Planning Process
– Sacramento County Youth System of Care
Planning Process –ACAC received a planning grant from
The California Endowment to initiate the planning
process for creating a comprehensive plan to address the
provision of quality treatment and referral services to
adolescents in need of mental health and/or alcohol and
drug services. LPC provides evaluation services to
describe and document the grant activities, and will
determine the outcome of the planning process via
observation and gathering systematic stakeholder input.

Methamphetamine Issues –
State and Regional Scan of Multi-Disciplinary Task
Forces Addressing Methamphetamine Issues – For
The
California Endowment (TCE) LPC recently completed a
survey of Methamphetamine Task Forces both within and
outside California to identify promising practices and
community based strategies to counter the health,
environmental, social, and legal impact of
methamphetamine use. LPC submitted a summary of these
findings to TCE, and provided ongoing support to two
task forces receiving TCE funding support.

Chemical Dependency Center for Women
– LPC provided evaluation and staff
support for a needs assessment to help a collaborative
of organizations determine how to best serve families
with domestic violence and substance abuse issues,
putting them at heightened risk for child abuse and
neglect. This was a one-year planning project funded by
Sacramento County First 5.

“Raising Your Children’s
Children in the 90's”: Conference Planning and Logistics
- LPC was a subcontractor with
Sacramento 21 to host and plan a 10-county regional
conference for grandparents raising their grandchildren
in the spring of 1996. Tasks included scheduling,
contracting with the facility, vendors, and keynote
presenters, assisting with program development, and
administering registration.

Sacramento City Unified School District Integrated
Support Services
– Funded through The California
Endowment, this project conducted a needs assessment for
the integration of mental health services in the
District. LPC developed data collection tools and
conducted focus groups with students, parents, school
site and District staff to indentify mental health
issues, service gaps, needs and barriers to access, and
reported the findings in a report to the District.

Sacramento City Unified School District Healthy Start
Centers
– Funded through
the Sierra Health Foundation, LPC worked with the
Healthy Start Centers to conduct a needs assessment of
Healthy Start programs. LPC developed a youth
self-assessment tool based on social-emotional needs,
developed focus group questions, assisted student
interns in conducting focus groups, and submitted a
report of findings to the District.

Sacramento County Alcohol and Drug Services: Drug
Diversion, PC 1000 Program –
LPC is working with Sacramento
County Alcohol and Drug Services to evaluate the Drug
Diversion PC1000 Program for people with first time
convictions of possessing or being under the influence
of illicit drugs. Participants in the program must
attend education sessions and discussion groups. LPC
compiles data from providers to report to the court
annually. Duration of project:

Sacramento County Alcohol and Drug Services:
Proposition 36
– Also known as the Substance Abuse and Crime Prevention
Act (SACPA) or “drug court”, the Prop 36 program allows
non-violent perpetrators to enter substance abuse
treatment as an alternative to incarceration for
drug-related offenses. LPC collects, compiles, and
analyzes secondary data from Parole, the Probation
Department, and the Department of Drug and Alcohol
Programs to complete Sacramento County’s Prop 36
periodic reports to the State of California. In
addition, LPC generates annual evaluation reports to
track client treatment outcomes and recidivism rates and
to document the implementation of Prop 36 in Sacramento
County. Duration of the

CADDS Database for Evaluation of Treatment
Services
– LPC Consulting
Associates worked with staff of the Sacramento County
Alcohol and Drug Services Division to use its existing
database for evaluation of services. LPC staff provided
annual updates from the CADDS and CADDS Supplement data,
comparing pre- and post-treatment status on numerous

Sacramento County Alcohol and Drug Services:
Changing the Landscape Indicator Report –
LPC Consulting Associates worked with staff of the
Sacramento County Alcohol and Drug Services Division and
an ad hoc task force to update an existing report
consisting of various indicators of alcohol and other
drug use in Sacramento County. This project required
data collection from primary and secondary sources to
determine incidence and prevalence, to identify and
define capacity for services, and to better define
measures of use and prevention.

Sacramento County Alcohol and Drug Services:
Jail Drug and Alcohol Treatment Program
for Women
– LPC conducted
an ongoing study of a jail treatment program for women
implemented by the Alcohol and Drug Services Division of
the Sacramento County DHHS in partnership with the
County’s Medical Systems Division and Volunteers of
America, a community-based treatment program. The
evaluation documented outcomes for women participants
upon release, including both those who continued
treatment in the community and those who did not, to
determine if there was a new arrest and/or return to
treatment. Duration of project:

Strategies for Change: Co-Occurring Disorder
Enhanced Services -
LPC evaluated the client outcomes for
Strategies for Change (previously Chemical Dependency
Center for Women) Co-Occurring Disorder Enhanced
Services project. The project included training staff on
co-occurring disorders, involving women with
co-occurring disorders in individual and group therapy
and Parent Child Interaction Therapy (PCIT), and
broadening community knowledge in co-occurring
disorders. The evaluation included developing data
collection instruments and databases, conducting focus
groups, and performing data analysis.

Volunteer Center of Sacramento: Youth
Empowerment Academy (YEA)
– LPC completed an evaluation of a two year effort to
train and place up to 500 youth into community service
placements throughout Sacramento County through the
Volunteer Center of Sacramento. Youth participants
included those recruited at large as well as
court-referred youth with community service required as
a condition of probation. The evaluation assessed
various components, such as training in volunteer
readiness, life skills, and leadership development as
well as overall levels of participation and completion.

Tobacco Prevention and Intervention
STATE
BREATHE California - Students Taking Action Against
Nicotine Dependence (STAND): ATTACK Project – Currently
has a statewide project funded by the Public Health
Trust to develop an innovative toolkit for countering
tobacco industry marketing practices aimed at young
adults in adult-only venues and tobacco company
sponsored brand websites. The evaluation includes
developing and conducting a web-based needs assessment,
developing a database, tracking toolkit distribution and
conducting follow-up with recipients, and monitoring
training and technical assistance.

Taking Action Against Nicotine Dependence (STAND):
Reducing Exposure to Second Hand Smoke
– Funded by California Tobacco Control
Program. LPC is evaluating the process and outcomes of
reducing exposure to second-hand by: adopting policies
in multi-unit housing that restrict smoking, and
adopting and implementing policy in trade schools
prohibiting smoking. The evaluation includes developing
data collection tools, conducting focus groups,
developing databases, data analysis and reporting.

(CBHN): African American Tobacco Education
Partnership
– LPC conducted this three
year project funded by the California Tobacco Control
Section of the Department of Health Services. The
evaluation included developing data collection

efforts, training, technical assistance, and policy

Sacramento Chinese Community Service Center: The
Asian Coalition for Tobacco Use Prevention (ACT-UP) – LPC
is evaluating the adoption and implementation of
smoke-free policy at Asian/Pacific Islander Community
outdoor events in Sacramento County. The evaluation
includes youth-conducted observations to verify policy
implementation at events and public intercept surveys to
determine public opinion on smoke-free policy.
Information from focus groups with staff and key
informant interviews will be used to report on effective
project strategies and challenges with implementing a
successful smoke-free outdoor event policy.

BREATHE California: Students Taking
Action Against Nicotine Dependence (STAND): Tobacco
Litigation Funds Projects
– LPC is evaluating three STAND projects funded by
Sacramento County Tobacco Litigation Settlement funds:
(1)
Street Team which recruits and teaches youth and
young adults to work with peers at community events on
quitting tobacco; (2)
Youth Summit which trains youth as
peer educators, advocates, volunteers and leaders in
tobacco control; and (3) policy adoption in a
jurisdiction in Sacramento prohibiting smoking in all
outdoor areas or restricting smoking to specified areas
in old town or city owned, leased, or rented outdoor
venues. The evaluation includes developing survey
instruments, data tracking instruments, and
corresponding databases, conducting focus groups and key
informant interviews, and data analysis and reporting.

California Black Health Network
(CBHN): Smoke-free Living for African Americans
– LPC evaluated this three
year project funded by the County of Sacramento to
develop culturally appropriate messages, materials, and
venues for changing smoking behaviors among African
American smokers in Sacramento County. The evaluation
included developing survey instruments and corresponding
databases, as well as analysis of trainings, cessation
classes, and quit rates.

Sacramento Chinese Community Service Center: Tobacco
Education Department (TED)
– LPC is evaluating the effectiveness
of classroom and sports activity tobacco education
presentations to increase advocacy and tobacco-use
refusal skills among 4th to 8th grade students at
schools that have large Asian and Pacific Islander
populations. The evaluation includes the development of
measurement instruments, observation of presentations in
various school settings, and analysis and reporting of
pre- and post-test data. In addition, the evaluation
provides information that allows project staff to tailor
the presentation curriculum in order to better meet the
tobacco education needs of students in the Sacramento
City Unified School District.

Sacramento County Tobacco Prevention Program
– This was a multi-year effort with
the Health Department, in a three-part program that
targets youth access, environmental effects of smoking,
and public awareness campaigns. The evaluation has
included surveys of bar owners, retail merchants, and
youth to determine the impact of various policy changes
and media campaigns on attitudes and behavior.

Tuolumne County Tobacco Prevention Programs
– LPC Consulting conducted two

prevention. One was for the Health Department and
focused on surveys of community residents, merchants,

prevention activities (TUPE).

YOUTH DEVELOPMENT
Center for Fathers and Families: Adolescents Willing to Act Responsibly Everyday (AWARE)
– LPC worked with the Center
for Fathers and Families to evaluate the AWARE program
for children who attended Parkway Elementary School and
resided in the Franklin Villa and Phoenix Park
neighborhoods. The program provided and enhanced needed
services to youth who live in neighborhoods heavily
impacted by crime and delinquency, in an effort to
provide youth with alternative activities, develop
lifeskills, and promote positive relationships between
youth and their school, and the school and parents.

Community Services Employment Training (CSET)
of Tulare County: Junior Leadership -
LPC Consulting conducted the evaluation
of the Junior Leadership program in Tulare County, a
program involving 240 youth from eight communities. In
the program, youth work to develop skills in problem
solving, communication, goal setting, leadership,
health, budgeting, strategic planning, relating to
public institutions, and career planning. The evaluation
consisted of data collection, database development, and
focus groups and interviews with staff and participants.
Findings demonstrated the impact of the program on the
participant’s attitudes and behaviors.

Foundation for California Community
Colleges: AmeriCorps Foster Youth Mentoring Project
– An evaluation of the
Foundation for California Community College's (FCCC)
Foster Youth Mentoring Project (FYMP). This project
involved AmeriCorps members who were community college
students mentoring foster youth to prepare them for
independent living and emancipation. The evaluation
focused on the increase of lifeskills for foster youth
who participated in the program and tracked foster youth
who emancipated while participating in FYMP.

Grant Community Charter Schools: Project INSPIRE –
LPC evaluated Project INSPIRE, a mentoring program for
Grant Community Charter Schools for youth at risk for
dropping out of school or engaged in high risk behavior.
The evaluation supported staff and mentors in collecting
and analyzing data to report on program implementation
and outcomes for student participants and mentors. The
District received funding for this program through a
federal Safe and Drug Free Schools grant from the U.S.
Department of Education.

– LPC is evaluating the Youth Development Institute
Training and Technical Support for afterschool programs
in Region 3, funded by Walter S. Johnson and David and

Yuba counties). The evaluation consists of assessing

LPC is evaluating the YIC initiative, a partnership

variety of data collection forms, a database for program
staff, data report templates, interface with the
Ansell-Casey Lifeskills Assessment, and ongoing
technical support to the YIC program staff and CAPC,
Inc. LPC staff collect secondary data from the school
district to assess changes on school attendance, grade
promotion, and behavioral indicators. Duration

Partnerships Program
- AmeriCorps Teacher Reading and Math
Development Partnerships Program - LPC conducted the
evaluation of the AmeriCorps Teacher Reading and Math
Development Project. The project goals were: to expose
AmeriCorps Members to teaching experiences and to assist
low-achieving K-6 students in math and English through
one-on-one tutoring. The evaluation consisted of
tracking academic changes in students as well as
focusing on the number of Members who continued on with

Redevelopment Agency - Phoenix Park: 21st
Century Community Learning Center
– This 21st Century Community Learning
Center project involves evaluating an after-school
program focused on academic enrichment combined with
recreation and positive activities for youth in

academic changes among the student participants, asset
development, and the impact on the school. The
evaluation team worked with the project staff to develop
assessment tools and surveys, a database, and a

Sacramento Housing and
Redevelopment Agency: Phoenix Park
– This two year evaluation addressed
changes in a public housing complex related to extensive
physical improvements, in combination with the addition
of supportive services for families and children. A
primary component of the Phoenix Park initiative was a
partnership with the local elementary school to
implement an after-school program that combined academic
enrichment with recreation and positive activities. The
evaluation tracked changes among the student
participants, impact on the school, and differences for
families residing in Phoenix Park along several
dimensions of functionality.

Family Support And Related Services
The
Healthy Marriage Project, Greater Sacramento Region
– A federally funded
public-private collaboration providing non-married
pregnant women and non-married expectant fathers with
marriage education and supportive mentors. The
evaluation study documents implementation of this
innovative program including outreach, enrollment, and
participation. In addition, the evaluation measures
outcomes for families such as couple compatibility,
stabilized relationships, nonviolent problem solving,
and increased commitment to parenting and partner.

to Reduce Child Neglect Fatalities –
LPC staff provided support and facilitated the meetings
of this Task Force, to identify the contributing factors

interviews and analyzed Sacramento County trends data to
draft a report with findings and recommendations.

Beginnings
– An evaluation of a collaborative effort
between CAPC and WIC to promote breastfeeding via the
Birth & Beyond home visiting program. LPC provided data
from the Birth & Beyond database and tracked the
duration of breastfeeding and the number of
interventions from Peer Advocates who support lactation
consultants and breastfeeding beyond three months.

Child Abuse Prevention Council, Inc.: Impact SIDS
– LPC provided support to the Child Abuse
Prevention Council of Sacramento to implement and
evaluate a public awareness campaign related to the
prevention of SIDS (Sudden Infant Death Syndrome). The
evaluation included the development of a strategy to
ascertain how professionals, paraprofessionals, parents,
and relative caregivers received and responded to the

Cottage Housing Inc.: Serna Village Transitional
Housing
- The Serna Village project,
funded by The California Endowment, addresses the
differences in health and wellness between intact and
reuniting homeless families. Serna Village provides
supportive housing arrangements to complete families’
transition from the streets to self-sufficiency. The
evaluation study included developing a data tracking
system for services provided and identifying clinical
and support services needed. The evaluation focused on
documenting participants’ improvement in health and
wellness indicators (e.g., physical and mental health,
housing, and addiction) and developmental wellness among
children (e.g., school grades, reading comprehension,
and functional capacity).

Mutual Assistance Network: Differential Response
Pilot
- This was the pilot project
for implementing a Differential Response component of
the countywide Child Welfare System (CWS) Redesign. LPC
developed data collection strategies and protocols based
on a logic model framework for Differential Response.
The evaluation included periodic analysis of the data,
with a final report that addressed CPS outcomes for

Home: Sacramento Crisis Nursery Needs Assessment –
Sacramento Crisis Nursery Needs Assessment– LPC was
contracted to conduct a needs assessment for the
Sacramento Crisis Nursery. LPC designed interview and

stakeholders, conducted focus groups with target
audiences, completed an analysis of findings, and
submitted findings in a written report and in a
presentation.

Sacramento Children's Home: Sacramento Crisis Nursery
– The Sacramento Crisis Nursery North received funding
from the Sacramento First 5, permitting expansion of
this respite center to a second site. The evaluation
addressed the profile of families served, length and
type of services provided, and parent satisfaction
surveys. It also included a survey of stakeholders and
partners throughout the community as part of an asset
mapping process. Duration of

Sacramento County Department of
Health and Human Services: Birth and Beyond (Family
Support Collaborative) –
Birth and Beyond is a child abuse prevention program
modeled after the Healthy Families America and ABC/Cal-SAHF
programs. LPC is in the ninth year of an ongoing
evaluation study focused on data supporting the
assertion that B&B is an evidence-based practice. The
evaluation tracks the program implementation and a
variety of health and child abuse related outcomes at
eight sites throughout Sacramento County. The program
targets at-risk parents prior to or up to six months
following childbirth and provides home visitation,
resource center-based support services, and a
multi-disciplinary team approach to service delivery.
This study tracks outcomes for the parents, infants,
families, programs, and the neighborhoods served.

Sutter Health:
Creating a Healthy Environment for
Children (CHEC) – The CHEC
program was an early intervention child abuse prevention
effort conducted by a consortium of organizations in
Sacramento, Yolo, Placer, Nevada, and San Joaquin
counties with a multi-year grant from The California
Endowment. The evaluation tracked families to document
the level of support and service they received and
outcomes, such as immunizations and well baby exams.

ONTRACK:
Domestic Violence Unserved/Underserved Mental Health/Substance Abuse
Training and Technical Assistance Project -
Contracted by the California
Department of Health Services (DHS), Maternal, Child and
Adolescent Health, Office of Family Planning (MCAH/OFP),
ONTRACK Program Resources, Inc., and its partner LPC
Consulting Associates, Inc., conducted a mental health
and substance abuse needs assessment of 94 state-funded
domestic violence shelter programs in California. The
purpose of the needs assessment was to identify training
and technical assistance needs to help domestic violence
shelter agencies improve or enhance services for clients
with mental health and/or substance abuse issues.

Sacramento County Criminal Justice
Cabinet: Domestic Violence System Study
- This study examined selected indicators
to determine the effectiveness and responsiveness of the
domestic violence service delivery system. Focusing on
the roles and responsibilities of the Domestic Violence
Unit of the Office of the District Attorney, the study
examined existing data and collected qualitative
information to identify strengths and weaknesses of the
system. The final report summarized findings and
presented recommendations the Criminal Justice Cabinet.

Women Escaping a Violent
Environment (WEAVE): “Breaking the Silence” Domestic
Violence Prevention Campaign
– LPC Consulting Associates completed
evaluation support to WEAVE in its prevention campaign
funded by The California Endowment. For this segment of
the campaign, LPC focused on the development of a
community “report card” comprised of rates of arrest,
prosecution, and dispositions in the criminal justice
system, and rates of domestic violence reported by
health care providers. LPC also conducted focus groups
with Hmong and Russian community members to determine
how to address domestic violence in these populations.

Environment (WEAVE): Domestic Violence Coordinating
Council (DVCC) - LPC
produced a report addressing systems accountability by
examining data from various agencies among the criminal
justice system and in health care services. In an effort
to inform the DVCC, this report tested the feasibility
of a systematic examination of domestic violence
statistical data across agencies and organizations. Duration of

Women Escaping a Violent Environment
(WEAVE): Legal Advocacy Program –
LPC completed an evaluation study of the
legal advocacy component of services for victims of
domestic violence to determine what difference a
workshop and direct assistance makes in the filing of
temporary restraining orders and court appearances
related to prosecution follow through by victims. The
evaluation consisted of follow-up calls and interviews
with participants in the Legal Advocacy Program and a
comparison with non-program participants based on TRO
filings and Orders to Show Cause appearances.

Environment (WEAVE): Media Campaign to Increase
Community Involvement in Domestic Violence Prevention
– This evaluation study
focused on surveys of up to 500 domestic violence
program clients throughout an eight-county region to
ascertain “system responsiveness,” identify community
involvement strategies, and compare responses prior to
and following a regional media campaign designed to
raise public awareness and involvement. The study also
included surveys with criminal justice, health care, and
community representatives to determine their respective
roles with regard to domestic violence prevention and
intervention. Duration of

of Domestic Violence Clients and Services – LPC
conducted a study to compare clients and services of a
domestic violence program as part of an overall
evaluation. Data from over 3,000 counseling center
clients was compared with 500 shelter resident records
and analyzed to discern differences in clientele and

Adoption Assistance Program (AAP)
– LPC evaluated a variety of promotional
and advocacy efforts conducted on behalf of the Adoption
Assistance Program. The evaluation included site visits
to Orange and Butte counties to determine the impact of
training and technical assistance to promote use of AAP

Placer County Department of Health
and Human Services: ABC/CalSAHF (Answers Benefiting Children,
California Healthy Families)
Program – LPC Consulting
Associates provided consultation and analyzed systems
change for the Placer County DHHS to determine how
services were integrated to effectively serve families
at risk for child abuse or neglect. The study featured
an exploration and feasibility of funding through a
variety of sources to sustain the program, including
Hansine Fisher, expert in “blended” or “braided” funding

Sacramento County Health and Human Services: The
Family Alliance
– LPC completed an evaluation study of a
program in Sacramento County to promote permanency
planning for children in foster care. The evaluation
included data analysis from two existing databases, the
County’s foster care records that are submitted to the
California Department of Human Assistance and the
California Association of Services for Children (CSC).
The evaluation focused on outcomes as well as time
lapses between various decision points in the foster
care-adoption process. Duration

Sierra Adoption Services:
Capital Kids Are Waiting – LPC evaluated an innovative collaborative effort
between Sierra Adoption Services and Sacramento County’s
Department of Health and Human Services, aimed at
improving rates of adoption for youth not regarded as
adoptable. The evaluation addressed and
documented both interagency collaboration and systems
change issues, tracked referrals to adoption, and
assessed program outcomes.

Sierra Adoption Services: Destination Family
– LPC Consulting Associates, Inc.
conducted an evaluation of the Youth Permanency Project
for Sierra Adoption Services, focusing on promoting
adoption of teenagers in Sacramento and Nevada counties.
The evaluation not only tracked the efforts to change
beliefs and practices among social workers in the long
term care and adoption services, but also assessed
elements of systems change for this federally funded

Sierra Adoption Services:
Partnering for Permanence
– LPC completed an evaluation of a collaborative
effort between Sierra Adoption Services (SAS) and the
Placer County Department of Health and Human Services to
facilitate permanent placement for children removed from
parental custody, in order to shorten the wait time
between referral to the County and permanent placement.
The evaluation documented and described the nature of
the collaboration as well as progress toward stated
program objectives and placement targets.

Sacramento County’s Department of Health and Human
Services: Project MALE
– LPC Consulting
Associates completed a three-year evaluation of a teen
pregnancy prevention effort for Sacramento County’s
Department of Health and Human Services (DHHS). The
evaluation compared pre- and post-test scores from a
12-week middle and high school curriculum, documenting
outreach and awareness-raising events. It demonstrated
changes in knowledge and attitudes for at-risk teens.

AIDS Program of Sacramento County:
1997 HIV/AIDS Needs Assessment Study
– LPC Consulting Associates
conducted the second annual needs assessment study for
the AIDS Program of Sacramento County. The study focused
on soliciting input from consumers of HIV/AIDS services
via mail survey to over 2,000 individuals throughout the
County. LPC designed the database and analyzed data on
300 completed surveys to provide feedback about client
satisfaction and identification of unmet needs, and to
describe a detailed profile of survey respondents.

CARES:
Community Care Network for
People of Color (CCNPC) -
LPC conducted the evaluation of a two year grant funded
by The California Endowment. CCNPC was a collaborative of
Sacramento agencies that provided people of color at
risk for HIV comprehensive and caring HIV-related
services. The evaluation included creating data
collection forms, outreach logs, and databases, as well
as analyzing data and collaborative function.

Community Services Planning Council: HIV Prevention
Planning Work Group
– LPC was part of a Sacramento
County community-based planning process team under the
supervision of the Community Services Planning Council.
LPC conducted a process evaluation of the planning over
seven months, based on observation and periodic formal
assessments by the participants. The outcomes of the
process in terms of funding decisions compared to
recommended priorities from the Planning Group were
revisited and explored.

LPC is
continuing the evaluation study of the revised TCE
project called Hookin’ You Up Again!

project focuses on outreach and case management to
people at risk for HIV and AIDS and who have issues with
substance abuse and mental health. The evaluation
includes analyzing the Government Performance and

Sacramento Emergency Metropolitan
Area: 1996 HIV/AIDS Needs Assessment Study
– The 1996 HIV/AIDS Needs
Assessment Study was the first of its kind for the
Sacramento Emergency Metropolitan Area (EMA) including
Sacramento, Placer, and El Dorado counties. For the
needs assessment, LPC conducted over 35 focus groups, a
consumer satisfaction survey, a provider survey, and key
informant interviews. The findings were integrated with
a detailed epidemiological profile to present a profile
of both existing and needed services for people with HIV
and AIDS. Duration of project:

Crime And Delinquency
California Youth Authority: Ward Grievance System -
Between 1983 and 2002 LPC conducted a biannual study
multiple times. The six studies involved site visits to
five institutions and one camp, as well as two parole
offices. Each year, data collection included extensive
interviewing with over 400 wards, administrators, mid-
and line staff. Data analysis addressed types of
grievances filed, outcomes, and impact of the grievance
system on institutional management and ward
responsibilities.

Disaster Preparedness
David Ford Consulting Engineers: Needs Assessment – LPC
is participating in a needs assessment as
part of a study to update a 2001 report on flood
preparedness for the San Joaquin and Sacramento river
basins. LPC's roll includes drafting interview
protocols and conducting interviews with key
stakeholders from multiple federal, state, and local
authorities with a variety of rolls in flood protection
throughout California. The qualitative component of
this study examines how various systems have responded
to recommendations presented in the 2001 report, and
learning about enhancements to the flood warning systems
to improve efficiency and expediency in protecting lives
and property. Duration of

AmeriCorps Local Emergency Readiness Team (ALERT)
Project– An
evaluation for the Foundation for California Community
Colleges’ (FCCC) to educate and prepare diverse,
special, or “vulnerable” populations, and to strengthen
traditional agency connections with the community
volunteer and faith based organizations that play
critical roles in disaster preparedness and public
safety. LPC focused on qualitative feedback from project
stakeholders around project implementation and the

Systems Change
Sacramento County DHHS
Communities That Care Project
– LPC provided co-evaluation services for
a study of a comprehensive delinquency prevention effort
in a high-risk neighborhood in Sacramento County. The
study assessed the outcomes of the counseling,
leadership development, and parenting components of the
program. The evaluation included annual follow-up of
youth participants’ probation records as well as annual
follow up with Child Protective Services regarding
reported incidents of child abuse or neglect. After
three years, the evaluation findings supported expansion
of the Probation Department’s Leadership Development
Academy throughout other areas of Sacramento County.

Sacramento 21 (Community Services Planning Council),
New Century Alliance
– LPC conducted a three-year evaluation
of a substance abuse prevention program targeting
adolescents. This program aimed to engage youth in
telecommunications, entertainment, arts, and the media
as alternatives to substance abuse and other high-risk
behaviors. The evaluation documented progress of the
youth involved, conducted a mini-assessment of the local
media’s coverage of youth, and provided support to staff
in developing documentation of all planned events and
activities. Duration of

Sacramento 21: A Community Partnership for Alcohol and
Drug Abuse Prevention (Center for Substance Abuse
Prevention) – This study
traced the development of a community-based
collaboration of alcohol and drug abuse prevention
organizations and interest groups since 1992. The
evaluation documented the diversity of agencies,
organizations, and individuals involved in the
200-member partnership. It also traced interactions
between and among these organizations and included: case
study analyses of two neighborhood organizing efforts,
activities for and by youth, and a drug free workplace
training and technical assistance component.

Health and Human Services, Child Protective Services
(CPS): Child Welfare Services (CWS) Redesign
- As Sacramento County implements its
System Improvement Plan for the redesign of the Child
Welfare System, LPC facilitated the tracking of both
quantitative and qualitative outcomes. As one of eleven
counties to take the lead in system reform in
California, this evaluation focused on the progress
toward improvements for selected outcome indicators
defined by the state and federal government. In
addition, LPC documented changes in the CPS
organizational culture as the specific changes in
redesign occurred.Duration: July

instrument, and 100 telephone interviews.

California Management Assistance Programs (C-MAP)
– LPC Consulting Associates
evaluated an innovative program consisting of
collaboration among 13 nonprofit management service
organizations throughout California (California
Management Assistance Programs). The program was
designed to expand service capacity to nonprofit
organizations and to maximize the resource and
information sharing among the 13 partners to this
collaborative. The evaluation tracked both individual
and collective goals and objectives, the development and
implementation of new data collection systems and
reporting protocols, and described and documented the
expanded networking capability among these
organizations.

Nonprofit Management Assistance and Support Services – LPC Consulting Associates completed a two-year
evaluation study for the Nonprofit Resource Center to
evaluate services funded by the Irvine Foundation. The
study included: (1) developing a database to identify
and track individuals and organizations receiving
services; (2) sampling to include representation from
organizations receiving various services; and (3)
surveying of over 400 organizations to elicit feedback
about long-term benefits accrued from management

The Nonprofit Resource Center:
Oak Park Connections –The Nonprofit Resource Center is partnering with
the Oak Park Neighborhood Multi-Service Center in
support of 11 nonprofit and grassroots organizations
serving youth in a neighborhood with high risk for youth
violence and gang involvement. Funded through the
Compassion Capital fund, this program focuses on
building the capacity of each of the partner
organizations as they work in collaboration to address
youth violence and gang involvement in Oak Park. The
evaluation will track changes in organizational
capacity, beginning with a baseline assessment.

Sacramento Regional Foundation
– LPC completed a four-county regional
study of nonprofit organizational and management needs
to develop a profile of training and technical
assistance needs and priorities. This study was
conducted jointly with the Nonprofit Resource Center
with funding from the Packard Foundation. Based on the
findings, the Sacramento Regional Foundation and
Nonprofit Resource Center submitted a subsequent
proposal to the Packard Foundation, which commenced in

Leadership for Nonprofit Organizations - Raising the
Standard – The
Sacramento Regional Foundation provided an intensive
leadership development program for 15 executive

technical assistance. LPC evaluated this effort.
